WHO ALLOWED IT?

 In  1995, Garkane CEO Carl R. Albrecht and Board members Michael Blackburn  (president), Marjie Lee Spencer, Nolan Button, Terry Griffiths, George  Blackburn, Bill Loman, William Nelson and M. LaDon Torgerson lobbied  legislation allowing  the “cooperative,” Garkane administrators, to  “retain” and “use” unreturned margins renamed unclaimed property. The  Primary Sponsor of H.B. 255 was Representative Mike Noel. Sponsor of  H.B. 255 in the Senate was Ralph Okerlund. The allowed “uses” of  “retained property,” tailored by the 1995 administration, wasn’t  inclusive enough for later administrators; so, in 2016, H.B. 255 was  amended to “broaden the scope.” Members of the Garkane Board of  Directors at the time H.B. 266 was lobbied and passed were: M. LaDon  Torgerson, Chad Williams, Tracy Potter, Reed Munson, Terry Griffiths,  Carl Boyd, Andy Gant, William Hammon, Nanell Robinson, Guy Timpson, and  Rodney Ence. The CEO was Dan McClendon. Primary Sponsor of H.B. 266 was Representative Mike Noel. Sponsor of the bill in the Senate was Senator Ralph Okerlund.
